Should 9/11 families be allowed to sue Saudi Arabia?

This Reuters story presents an interesting question:
President Barack Obama would veto a bill passed by both houses of Congress that would allow families of victims of the Sept. 11 attacks to sue the government of Saudi Arabia for damages, White House spokesman Josh Earnest said on Monday. 
"It's not hard to imagine other countries using this law as an excuse to haul U.S. diplomats or U.S. service members or even U.S. companies into courts all around the world," Earnest told reporters in a daily briefing. "I do anticipate the president would veto this legislation when it is presented to him," he said.
Ideally, the U.S. government should hold Saudi Arabia accountable for what happened on 9/11, with Saudi Arabia's support. Unfortunately, neither the Republicans nor Democrats will do it, as they are both beholden to Saudi Arabia for some reason unknown (did somebody say "campaign donations"?).

This leaves the only solution to be had in the courts, unless you folks want to vote for a third party? Alternatively, we can continue our current policy and do the following with Saudi Arabia?
